Placard Quantities in Victoria
In Victoria, dangerous goods placard and manifest quantities are set by the Dangerous Goods (Storage and Handling) Regulations 2022, not by the WHS laws. Quantities are in Schedule 2 and are worked out by packing group rather than by GHS category. Anything stored in bulk has to be placarded whatever the quantity, and goods too dangerous to be transported trigger at 0 kg or L, meaning any amount at all.
The quantities
Schedule 2 sets three figures for each kind of goods: the placarding quantity, the manifest quantity, and a fire protection quantity above which further duties apply.

The trap: goods too dangerous to be transported
That row sets the placarding, manifest and fire protection quantities all at 0 kg or L. Any quantity at all triggers every one of them, so no general statement about needing a certain number of litres before a placard applies holds for those goods.
Bulk storage has no threshold
Regulation 47 requires any container or other storage of dangerous goods in bulk to be placarded, with no quantity attached. The Schedule 2 figures govern packaged goods and the outer warning placard. Three narrow exemptions apply, including goods in a container marked for transport, and C1 combustible liquids in bulk up to 10,000 L kept away from other dangerous goods.
The outer warning placard
Regulation 46 requires a HAZCHEM outer warning placard where the quantities stored exceed the Schedule 2 figures. Schedule 4 sets what it looks like: the word HAZCHEM in red letters not less than 100 mm high on a white or silver background. At a farm or an educational institution it goes at the main road entrance; elsewhere at every road and rail entrance.
Which clause says so
Dangerous Goods (Storage and Handling) Regulations 2022 (Vic) (S.R. No. 115/2022), Authorised Version No. 002, as at 1 October 2023. The placarding duty is at reg 47 Placarding requirements, the outer warning placard at reg 46 Outer warning placards, and the quantities are in Schedule 2 Quantities of dangerous goods, column 4 (Placarding Quantity). The signs for the classes on this page
Each one is the placard for that class, in aluminium or polypropylene, with the stickers and the label roll on the same page.
The signs themselves
A placard has to meet the requirements set out in the schedule named above for your state. We stock the class diamonds in aluminium and polypropylene, the stickers, and the label rolls of 500.
